Because as his name indicates, he is like Ford Prefect in his desire to survive and not be sentenced for first-degree murder.

He is also like Zaphod Beeblebrox in how he lacks the self-awareness to think other people shouldn't share this desire quite as strongly, but rather should put their lives in danger to accomplish what would make him happy.
