It's okay GTA 6 has been in development longer, at higher expense and has less to show for it

Having a couple people coming up with ideas for the game while the rest of the team works on a different game is not the same as being in full development that entire time, like Star citizen has

That is literally CIG, everyone worked on SQ42. Not star citizen. Only very recently were more than a handful of devs moved to star citizen now SQ42 is feature complete.

That's not true at all. They've always been building them in parallel. Did they shift some of the devs to get the final push to finish SQ42? Recently? Yes. Was it the majority of the devs working on SC? No.
