Gonna put a biiig [citation needed] on that one, chief. The only thing red light cameras have actually been shown to do is increase revenue for the government that operates them (and the vendor that installs them, of course).
I'm pretty sure the IIHS study is the only one that concluded a net positive effect from the use of cameras, and then only specifically that they reduced the incidence of fatal collisions. This is supported by other studies which show the frequency of t-bone collisions decreases and the frequency of rear-end collisions increases.
