By "surgeries" they mean implantable puberty blockers.

Puberty blockers have to be used before puberty in order to work.

The only other operation that they perform is a breast reduction, which teens who arent trans get all of the time.

The presentation itself said that genital reconstrion is only considered after they are adults.
