Pretty much yes.

The FNV map is a reasonably accurate, downscaled version of the actual topography and cities and notable landmarks of the Las Vegas area.

Helios One is based off of the Ivanpah Solar Electric Generating System

Dinky the Dinosaur and Novac are based off of a dinosaur museum/exhibit in Henderson, NV.
