That actually sounds kind of reasonable applied to guns.
Until you realize it discriminates against women, trans people, and immigrants.
It's supposed to do that.
Oh I agree, and in particular it's the "name must be exact match" one. However, I'd argue that a specific "firearms license" is a good idea. Also, showing up in person to buy the firearm with said license in hand also a good idea. The last four items, while odious, sound like standard fare for anything dealing with the federal government. It's always your fault and you've gotta pay.
Actually there is a Federal Firearms License, but it's what you need to have to open a gun store, not just buy guns.
That said, the only people who actually can not "show up in person to buy the firearm with said license in hand" is someone with an FFL. Everyone else (us regular people) do have to show up in person with our state issued ID to buy a gun. You can "buy" a gun online, but it gets shipped from the FFL that listed it online to a local one near you, and you show up with your ID for the federal background check.
Private sale is a thing (in some states) but you can be on the hook if it gets traced back to you in a crime, it's really meant for friends and family that you know well. Even still, some people take the risk, sure, but many only sell to (strange) people with a carry permit (evidence of a background check), and a record of sale, and they'll check your ID too.
