My French car asks me at startup if I allow it to send my data. The default settings if I don't answer by 10 seconds is the last one, i.e. "no than you". Thank you EU.

GPS doesn't send anything - except maybe a ping to some server to get the first fix quicker of you didn't use it for a long time, but this is completely optional.
That kind of company exists in France, they're called "cooperatives" and the ones I know have a great morale.
