In 2023 I upgraded from a 1060 to a 4080. It wasn't cheap but I figure I should be good for the next 5-7 years or more.

I used https://tweetdelete.net/ a few years back. I had to pay for a premium account for a month to do it but it was only a few bucks. I'm not sure what "expensive" would be in your books.

What app+hardware package is most comparable to iCloud Photos in regard to speed and features? in c/[email protected]

I don't have any input on your hardware but for software you could look into Ente. They have a self-hosted version.
