How many more letters do you need?
If you're still studying, Australia has a student visa which then also allows a couple of years to stay and work after you graduate. And if you get work you can convince your employer to sponsor you longer term. And there are paths to permanent residency and even citizenship then.
Also there are tons of videos on YouTube about young people taking the plunge and moving to the here, from both the USA and the UK. Just search around a bit.
That's pretty much our middle of the winter temperatures here in Australia right now.

It's not nearly as massive as the "legit" tobacco industry. If it was that big an issue, people would be smoking everywhere. And as I mentioned it's obvious how much more people are smoking in Europe compared to here.
So the point stands, that in absolute terms, smoking is way down. Your average person doesn't want to buy cigarettes from their local drug dealer.
It does work though. Here in Australia you still see people smoke here and there, but you notice the difference when travelling around the world.
Went to Paris and Rome in December and it was really annoying having to deal with smokers and vapers seemingly everywhere.

I think you're visualising the proposal wrong. The duct tape is to provide cushioning. Stick it around the edge so half is stuck on the inside of the bottle and half outside. All the sticky bits are stuck to plastic. No glue is left open to make skin contact.
