IMO "The Death of Stalin" is a very good example of that. All of the actors are on the top of their game, but it's a black, political comedy taking place in the Soviet Union, so exactly the opposite of what the Academy would even consider for an Oscar. In my personal view Simon Russell Beale as Beria is particular noteworthy: He is terrific, ie. absolutely terrifying in the role and I can't imagine an actor playing the mass-murdering, pedophilic head of the KGB getting an Oscar (he got a BAFTA at least).

The first version of the treaty was signed in 2018, a revised version was signed in 2019. The second one is probably where the photo is from.

AFAIK the importance of the proteasome for the immune system has already been established quite a while ago. If I understand it correctly this new research digs deeper into the processes in the proteasome as "the cellular mechanisms underlying [the generation of antimicrobal peptides] are not fully understood" (Quote from the actual research paper). So this new research fills a knowledge gap and is thus very valuable, but - no - the scientists do not claim to have "discovered a new part of the immune system". That's just hyperbole for the sake of generating clicks for the article.
