Interesting point. Can the US military just fly anyone they like into their overseas bases in Europe etc, then just exit the base into the hosting country, having skipped immigration controls?

The "enforcement" will be "blue states x, y, z did not follow this rule, so their electoral college votes are invalid and will not be accepted".
