Yup you are right, in another article (much earlier) they mentioned charges by the state, but this one calls out the DOJ specifically.

Not only did she call 911, she reached out to and told the FBI she had been receiving threatening messages. As it turns out, the messages they did find were with a scarification artist (I didnt know that was a thing) in PA, along with a copy of the receipt for about $500 in work she had done just prior to the "event". Along with a reddit account where she followed scarification and body mod subreddits. The scarification artist performed the work based on a design she provided.

So the charges came through the US AG for NJ, not the NJ AG per the other shitty article.

The original investigation was by township, county, and state officials, and I guess with her claims that brought on FBI involvement as well.

No longer relevant pro tip - an extra pair was typically left at the incoming service, which was used for testing. It worked as a second line and didn't interupt the main pair, allowing for a functionally free second phone line (that didnt have incoming service).
