For me and good and bad are relative: windows 10 was waaaay better than 8, and for some aspects it is quite good, objectively it's still crap for many other things

Ukraine has been sending drones deep in Russian territories for months, they probably didn't expect this particular attack, they were afraid something was coming and took some general, low cost, low effectivness counter measures.
