You might want to look into Hell Let Loose, it's not 100% cheater free but community servers tend to be good at keeping them away.
In my ~500 hours I might have seen 3 confirmed cheaters, and even when someone is cheating it doesn't affect the entire game as much due to the larger scale compared to a game like CS.
Hell Let Loose is not an easy game, you will die a lot to people you can't see, doesn't mean they are cheating. Game sense, communication and a decent aim will go a long way.
