I read somewhere that pickpockets put up these signs on purpose, so you instinctively touch the location whatever the most expensive item you have on your person, so that the pickpocket (who is watching nearby) will know where you are keeping it (i.e. a phone in your pocket, wallet in your coat, etc). So, assuming that is true, maybe keep it in mind if you see one of these.

You're thinking of Subnautica: Below Zero, which has been out for a few years. They announced Sunbautica 2 maybe a year or two ago, but it's not out yet. Kinda confusing on the naming conventions if you ask me, but it is what it is.

They might be smoke testing the system, looking for leaks! Smoke is pumped into water pipe infrastructure and leaks out of potential cracks or undisclosed/illegal sources (such as a company dumping into the sewer system without disclosing it to the city). They do this so they can locate and fix these sources so the water remains uncontaminated by groundwater seepage.
