Better off with Spanish my friend. Many more scenarios where Spanish is useful and English is unusable than with french speaking areas. I am biased though, i've worked for french companies and my wife natively speaks Spanish.

What needs to be done is an I-9 form needs to be completed. You need either an item from list A (e.g. something like a passport) or two other items.
