No，the WWW is a part of the Internet. You can use something like Gemini but it is still part of the Internet and a lot of it will still be hosted on VPS and cloud providers.

It'll be interesting to see the circumstances.

The light rail is super visible - I don't know if there is any more we can do to avoid accidents.
