This matters for the world because it's a shift away from farming being about producing food to one where it's purely about handouts for wealthy landowners. This means that the US is likely to start exporting far less grain, and much of the world is dependent on importing grain.

wealthy landowners

Most farms are corporations, but what few "family farms" are around most definitely aren't "wealthy landowners".

And these policies will put them in bankruptcy forcing more sale to the corpo farms
