It looks so much like marker, that if it's a tattoo I'm wondering if it's actually expertly done and this was the desired look. Like, it's a copy of art with sentimental value or something.

I like the concept, but this is no hand tattoo unless you really love to hold your hand up as a fist in front of you and shout, “WITH YOUR POWERS COMBINED, I AM CAPTAIN PLANET!” at parties.
It's not dumb to them. That tat is full of symbolic meaning. Maybe it could have been better done with more money. Maybe on their hand so it's a constant reminder.
Maybe if you don't like their tattoo, don't copy it and don't attach so hard to it.
