Man, I know face tattoos are controversial to begin with, but when they're this poorly done, it makes it worse for everyone.
The degree to which this is done makes that seem intentional. Like she is purposefully trying to make herself uglier. I dunno, I bet there's a story behind this.
Definitely could be. There's plenty of instances of people choosing inexpert tattoos, even on their faces as part of an aesthetic. And there are people that want to make themselves "ugly", or at least not conventionally able to be slotted into attraction.
Looks like marker tattoo pens. At least some of it.
