He had to be in the water long enough for the water police to be summoned. Unless they were in the area in the wee hours of the morning for some reason, that probably took at least 30 minutes.

I'm no Olympian, but even I can swim 1km in 30 minutes. Given it was dark and the search radius they would have had, it's really impressive that they found him.
