Aren't some of them stored automatically? I've just checked what cookies my browsers stores at the moment, and there are some from a university website that I logged into, but it didn't have a cookie banner. There are pawb cookies, too. I bet they're extra tasty :3

Yes. Login sessions and tokens are stored as cookies and sites don't work without them so they don't need to be asked about.
