He acknowledges that no matter how strong the love for his son is to him, his integrity as the president is more important.

Stark contrast with Trump who believes that nothing is more important than himself.

Tbf, he would be stupid if he said anything else with elections looming. He might still pardon him after elections, or even when his second term draws to an end.
