He doesn't seem to have been turkish and I honestly can't find whoever else it's supposed to be. I was thinking Confucius but he wasn't turkish either.

Turkic not Turkish. Pedantic distinction but this includes the Uyghurs, Golden Horde, amongst others. The late tang was Turkic. But still unsure of who they are supposed to be in the picture
