Do they really?

Because the USA congress gives them billions every year to spend on USA arms. So it’s not really a sale as much as a gift.

Usually it's not the US giving them cash. It is just the US paying for orders equivalent to that amount.

It very much is more of a gift rather than a sale from the US. The defense contractors can list it as a sale on their balance sheet though, and as we all know, that's what really matters to everyone on power.
