I don't know about MOST but MANY unhoused people here in Toronto have smartphones these days. Chinese Android devices are cheap af, cell service can be too, and they get all the benefits of being connected just like us housed folks.
I knew a homeless guy who had a bigger and nicer collection of NBA hats and jerseys than I have. That "class" is never short of surprises.

I don't think they often do, but in some places they are part of organised crime which may help with that
