Let's be fair to Cookie Monster, those "cookies" he "eats" on camera? Those are painted rice cakes, because the butter and sugar in real cookies would stain and mat his fur. It's not easy to clean a Muppet quickly for multiple takes. It's just another example of actors pretending to eat fake food.
In real life CM eats his cookies delicately, savoring every morsel.
