I think it's more making fun of the fact that they have to keep using it. I do agree it's great that they actually do have that power though.

Every game has a metagame, it's unavoidable. Tic tac toe has a metagame. The problem in politics is you don't always know what the actual metagame will turn out to be, so it's often best to stick to the devil you know.
Problem with this is it implies that whatever he left behind in the 'tea' is going to stay there. It cannot be undone.
