I'm pretty sure Starfleet is the military arm of the United Federation of Planets. The UFP could be said to be not a military organisation, but I do not think the same could be said of Starfleet.

MODERATORS
For a "not a military organization", there sure are a lot of military rank designations. Captain, Commander, Lieutenant, etc.
Because those are Starfleet ranks. The only UFP rank I recall is the president — Tyler Perry played him in the 2009 movie, at Kirk's tribunal (for cheating at the Kobayashi Maru).

It's basically the entire military at that point in the ST timeline.
