Does the facial recognition area of the brain just work better for some people than it does for others? These are clearly photos of three different people.

It's not just that it works differently for different people, it even works differently depending on your ethnicity and the ethnicity of who you're looking at. It's really weird.
I was a caricature artist for 4 years at theme parks in FL, USA, and have spent a lot of time on likenesses of people from all over the world. It is really rare to see people who look really truly alike. Also crazy how some people have no ability to tell what's a bad caricature that looks nothing like the person it's meant to be.
Can’t tell them apart personally
Yes, it does work differently for different people. I usually struggle to tell people apart, but these pictures look different to me, especially the girl in the top right - she's got different eyes and lips compared to the other two. The other two have different noses.
Now, if I were in a room with all three of them, I might have trouble telling them apart. But that's more because I wouldn't be able to stare at their faces the way I can at their pictures. If they were all in the same film I might struggle too, because they wouldn't be static pictures, but dynamic video that moves along at a fast pace and I'd probably confuse one character for another.
Anyway, brains are weird.
In person they'd probably have different mannerisms and voices to help too.
Like they'd talk to me.
This looks like the same person at different ages to me. Like give a little leeway for like makeup department, lighting, and camera.
