A lot of stuff by The Alan Parsons Project, notably:

Coldplay

Bruce Springsteen (huge caveat is that it's really hard to tell what he's saying when he sings, lol)

Various Artists

David Bowie made a lot of songs about recovering from drug problems but they're more for ruminating on your issues than inspiring and uplifting from them.

Death Cab for Cutie are also really really good for their songs about personal struggles

A lot of uplifting stuff by IDLES. The singer struggled with depression and drug addiction himself for years. Many of their songs are either about empowerment, equality, mental health... or about rotten media, how parasitic our politicians are, punching nazis in the face... you get the gist.

Michael Franti said he used to make political music to try to improve the world but decided music that made people happy made the world happier more directly.
