I read that most Japanese houses aren't set up for being warm in winter, i.e. they're often drafty and many (most?) don't even have central heating. Hard to imagine living like that. Plus all the skirts with bare legs you see in manga/anime, including episodes that take place in winter ... I know central Japan doesn't really get that cold, but even 5°C is freezing in clothes like that.
