His descent into villainy feels almost inevitable in a town as violently decayed as Gotham
I think it's hard to introduce a character like Harvey Dent when you know where his story ends up. You either have to make the transition fast (like the Nolan films) or subvert it by not having him transform at all. You might be able to make his appearance stretch across two films, but it gets tricky.
I assume the Reeves Batman films will be a trilogy. You can add in a TV show or two like The Penguin, and honestly if it's up to me I think the Penguin should be the villain of the third and final film. I think Batman taking out the bad guys, but leave a void that is ultimately filled by the Penguin is the way to go. The Batman creating the Penguin is an interesting story.
But let's look at the world. Joker is in jail. So he exists and has to be used at some point on screen. Harvey Dent, based on this report, also exists, so he has to be in the story. (Spoilers for The Penguin next sentence) Catwoman and Sofia are half siblings, that has to be resolved.
There is a lot of story to resolve. Maybe I'm wrong and Reeves has a lot more story to tell. Maybe some of these stories fit together better than I can come up with, I would hope so, I'm just a guy on the Internet.
Long story short, I don't know the plan for Harvey Dent, but I hope they give every character and story room to tell their story in full.
