The Moomins is a franchise created by finnish author/illustrator Tove Jansson. It features a vast amount of comics, TV series, movies, books and games, telling various stories mostly set in moominvalley.

Kinda reminds me of Philip K. Dick's Clans of the Alphane Moon, in which everyone in the colony has a discrete mental illness.

Is this comic (the entire series, not just this particular strip,) supposed to be a serial, or funny? I have yet to be able to tell and I have been seeing a new (to me) one every few days for a couple of years now.
It's a serial posted daily. Not every strip is funny, and the humour is pretty dry.
That explains it. When they are funny they are quite funny, hence the confusion.
