Should be pretty easy to fix since it's just a solid state PCB in there unless it was soaking in cat piss long enough for it to corrode shit. Just clean it with some iso and dry it really good.
I have a bad feeling they plugged it in with moisture still in the case and now it's fried.

Pretty hilarious to sell something like this when hShop exists. Nintendo shut down services for the DS family a couple years ago, so others created a third party "shop" with the entire library of DS/3DS software available to download entirely for free.
I kid you not same thing happened to me when I was a kid. I think I still have some working yellow stained cartridges.
