What's the meaning of the lit vs onlit candles? Is it just the third day of Honnukeh or is it some kind of recognition of the victims?
The two lit on the right side indicate rhe second night of Chanukah. The middle one is actually lit first and then used to light the other candles.
I believe it's the days of Hanukkah but time zones routinely confound me!
Yes that's tragic, and this wouldn't have happened if the Israeli government hadn't pissed off everyone including antisemitic homicidal folk who can't tell the difference between a Jew and a Zionist Israeli. The evil folk in power of Israel and the IDF played a part in the murders of these people.

It is, and I believe absolutely intentional that they chose to honour Jewish victims by a different yet completely recognizable and meaningful symbol. It makes sense given that it was the beginning of Hannukah but I really think this was a deliberate and important choice.

That's the design. The Israeli government has been trying to blur the line between the two since the Gaza genocide began. They don't want the average person to be able to make the distinction between the teo. The zionists want to hide behind general "anti-Semitism" phrasing.
The real world result is that because the distinction is hard to make, every Jew is now a target. And they'll point to that to justify the general anti-Semitism claim as well. Creating a loop that enforces their own artificially created narrative.

Well said on the PM's part, I think the same. Here in England, after the Palestinian militia indiscriminately assaulted Israeli folk on Oct 7th, people were radicalised against those who share the faith of the Palestinians.
Britain is known for having a high level of Islamophobic folk as it is. Anyone known to be Muslim (convenience store owners come to mind) who tried to show solidarity for the Palestinians murdered were assaulted, store windows smashed, and companies warned employees not to show support in any way. A conflict happening thousands of miles away resulted in violence towards those who showed sympathy for Palestine and the suppression of such is enforced by state law still.
Britain also has a fairly unique relation to the area, having massive influence on the original defined borders, resulting in nearly constantly contested borders. In classic British Empire fashion, ignored realities of the region like local ethnic and religious politics, nomadic tribe lifestyles, etc.
