I think "love" is subjective and a very vague term. Personally, I view it like intelligence. It is for others to judge.

In Koine Greek (Hellenistic/biblical era) there are 4 separate words to express different types of love.

Actions are what matter most to me, and your actions are your choice. So from that perspective, yes love is a correlated choice.

To me, the more abstract definition of love is reliable kindness and empathy through actions. There are times when being reliable is very much a difficult choice, but kindness and empathy come form a different place that is not really possible to fake.

in English it's a very imprecise term.

It can be a choice. It can also be a natural consequence that just happens.
