I did not understand what is supposed to be funny ? (Non native english speaker)
Its just a bizarre usage of words. Jingle implies happiness but saying miserably immediately after adds a hilarious contrast. That combined with calling him a fool and it's just an odd little placement of words. Ones that make perfect sense but not typical at all.
