Yep on Palpatine. Presumably some of his staff accompanied him on both visits. "Shortly after the proclamation of the New Order, Emperor Palpatine and Lord Vader visited the station with Governor Tarkin, arriving aboard a Star Destroyer." https://starwars.fandom.com/wiki/DS-1_Orbital_Battle_Station

I expect many of the contractors and subcontractors who built the first were hard at work on the second

Don't forget L3-37
Sure, her "new body" never docked with DS2, but flying into its heart and killing the damn thing with fire has to count for something.
The high death toll on both sides at Yavin and DS1's short operational lifetime probably keep the list down to these four, though.
She did cross my mind, but I wasn’t quite sure if her becoming part of the Falcon’s computer still constituted a sentience or a “self” per se. The Falcon was at the DS2 as much as Wedge was.
If we’re including people who were involved in the space battle, Sabine was likely at both battles- as was Hera, though Hera was more likely with the command staff. By Yavin she was a general.
I’m meaning on location, not just being involved remotely. The only surviving Rebel pilots of the Battle of Yavin are Luke, Wedge, and Evaan Verlaine. Verlaine’s introduction retconned Keyan Farlander‘s story, who would have been the only other Rebel pilot present at both the Battle of Yavin and the assault on the DS2.
I know that Sabine was at endor, she may have not been at Yavin, flying in the space battle.
Hera was in the theater involved in the fight. And given the nature of Disney Canon, you have to add the “that we know of” to that list of survivors.
They’d bring back Porkins if they thought they could sell some merch.
While not at the space Battle of Endor, the Rebel crew on the Shuttle Tyderium did fly to the forest moon of Endor which would have taken them near the Death Star II.
This could add Han, Chewie, Leia, R2-D2, and C-3P0.
Max Rebo. He survived Jabba's sail barge exploding and Garsa Fwip's Sanctuary exploding. If something explodes, he was there and survived.
We all know Luke blew up the first Death Star. Right?

I have a conspiracy theory that Luke didn’t actually take the shot- R2 was faking it and took the shot for him. (And he was piloting Anakin’s fighter in TPM, too.)
Basically, R2 is secretly the hero of the show and the mains were all just his beard.
C3PO is his beard.
I believe Wedge's brother-in-law, Soontir Fel, was also at both Death Stars.
