I don't think block and mute are forwarded through the entire Fediverse like a public vote or post/comment. That's probably just between a user and their server, so the statistics website won't know about it.

or the heaviest upvoters. or downvoters. or the most frequent words in the posts of a user. or most frequent words in posts upvoted/downvoted by user. or so much more.

they don't need to make a list. It's all just a query away. though you need an instance old enough because other instances only send new content (I think)
