I don't even understand that logic. Like let's pretend that you are completely unemotional like clearly he is and genuinely don't care about people.
Everyone is just numbers to him right, but how is having guns beneficial to anyone? Surely the fact that occasionally some of the numbers kill large amounts of other numbers is inherently detrimental. Giving the power of life and death to random peons doesn't seem efficient.
