The other commenter used baking chocolate and they used whole milk chocolate?

Chocolate bars and cocoa powder are basically the same

Not quite, chocolate bars contain cocoa butter or milk fat (to make the bars). Also may contain sugar, so a chocolate bar has more ingredients than pure cocoa powder, which can definitely alter the result in a recipe.
