One of my Favorite line in dawn of war 2 was when they were dicussing why the local govt wasn't actively repelling planetary threat.

Just on brand for death cultist in charge.
Those civilians should have lifted themselves up by their servitor's bootstraps and fought the invasion themselves
It doesn't matter if it doesn't work, as long as it's "conservative". Putting ideology ahead of people's lives is how they operate.
