It is, edit it and toggle the NSFW setting.
Fund it through a tax on subscriptions for streaming or software. Piss off the tax dodging US companies at the same time.
In Germany we have the ZenDiS, the centre for digital souvereignity (however you type this) as a public company coordinating openDesk, a free and open source alternative to Microsofts Office 365.
There is the Sovereign Cloud Stack as well. A defined base for public and private clouds.
