Also, "public demonstrations are scary" culture. You have to register, the parade is cut into small blocks of about 50 m and at least 50 m apart, no music trucks, a lot of the groups represent specific corporations, the traffic is not cut so it has to cohabit with the cars, managed by ropes and whistling copes. Kinda asphyxiating compared to western parades. But well, it's Japan, the fact that it can happen, even in this form, is a win.
