I got the impression this has to have some backstory we don't know.
Doesn't make the least bit of sense otherwise.
It's definitely about bunches of people out cycling for fitness in the early morning. Chatter is common in these bunches, both because it's a fun social activity and because voices are really useful for communicating hazards etc.
For some reason the noise they make is deemed unacceptable while the noise of cars is perfectly ok.
Carbrains rarely make sense.
