The sign doesn't say that, it's just an animal warning sign like the deer warning sign you see in the US.
The one on the right does reference cats specifically. The writing under the one on the left just references animals.
I mean, theoretically, deer warning signs are asking you to slow down for deer. Just because few people actually do so doesn’t mean that’s not the purpose of the signs…
