I mean, how long have they been using these? If I remember right, damn near the whole war. If the resolution was as easy as implementing within a few days. Why is it just now here?
Russia has been using Starlink yes, but recently not Starlink attached to drones that are being remote controlled and are harder to intercept / jam with electronic warfare. This is a very new development, and Ukraine alerted SpaceX and SpaceX started addressing it within days.
The only real solution to this is a whitelist, and whitelisting every dish in Ukraine wasn't seen as a good option earlier, but now it's not a matter of a good option, it's what they have to do, or Ukraine won't be able to use starlink on their drones either.
This is unverified, but there's been some suggestion that Ukrainian soldiers on the ground didn't want a whitelist either. With the current security landscape, I sure wouldn't want an ID with my name on it listed as 'Approved for use in Ukraine' to be pwned by hackers.
Especially if I was a highly successful fpv drone squad that the Russians would be very interested in pinpointing.
Beyond that, I expect the issue will be forced now, as strikes deepen in to Russian territory, the only way to allow Ukraine to use starlink within Russian borders is to know who's friendly or not.
