Is that one cop dual wielding shields?
A lot of people will mock dual shielding, but it's actually a viable strategy. Yes, shield bonuses don't stack, but a lot of shield based attacks remove the shield bonus to AC, so having two shields allows you to specialize with one item type for both offense and defense.
If you play as a spider person you can rock 5 shields and a sword and basically nothing can hit you.
Think of the fat rolls though.
IIRC the game Dungeons of Dredmor allows shield dual wielding as a viable build

Others probably mocked his skill progression choices, especially when he went raiding and his DPS sucked. But I bet he felt like those were points well spent during this incident.

He was holding a shield for another who then came back and took it later in the video.
Even one of those would be a really stupid shield to bring to a melee. You've got no mobility if you're resting a panel on the ground.
But these guys aren't the smartest tools in the fridge.
