According to The Bulwark, it was reported that this was actually a text Trump sent to the PM (?, I don't know, someone in Norway's government), and then the Norwegian government formatted it into a letter for release to the public.

It's a safe bet that no one else in the US government saw this "official communication" before it went out. I'd go so far as to wager he was alone on the toilet when he sent it.
